 National and state governments around the world are implementing requirements for performance measurement and annual performance reporting by government agencies. This trend was fuelled by the economic downturns and increasing government deficits of the 1980’s and 90’s and the concomitant decrease in public confidence. The use of information on the results of government programs was seen as a rational basis for encouraging the efficient use of resources and making the hard allocation decisions that needed to be made. Use of performance information as a tool for greater transparency and reporting of government accomplishments has been seen as a response to lowered confidence.
Performance measurement is also a response to management’s need for current information in a world of increasingly fast paced change. “Performance measurement” or “performance monitoring” approaches that collect and report performance information on a recurring and timely basis provide an “early warning” system that allows managers to detect and solve potential problems at an early stage. At the heart of performance management is a simple set of insights—managers cannot act consistently to improve services without data to track performance, and policymakers and citizens cannot make judgments about the relative value of government activities without measures of program performance and impact. These two goals—management improvement and better accountability—are the rationale of using Bizzscore by such organizations as the District Court Amsterdam, the Province of Noord-Holland, Federal Ministries in Belgium, the Dutch Social Intelligence and Investigation Service (the SIOD), the Venlo Chamber of Commerce, and the Flemish Government.
